The seat belt anchorage is into the glassfibre body, albeit with a local steel reinforcement . The cable transfers the load back into the chassis should the anchors tend to pull out of the glassfibre.
Seat belt anchorage is always a problem in glass fibre bodied cars. Unless there is a means of reacting emergency loads back to the chassis, bolting into locally reinforced glassfibre is inherently unsafe.
