Yes, I always fill my new Corvette oil filters with fresh oil before fitting them.

On other cars it's not necessarily quite so straightforward, especially if they don't have "canister" type oil filters and they screw on from the top!

On our dragster we always use a pre oiler on start up. Big block V8 Oil Accumulator 3qt. Super Duty | eBay
