Rochester Quadrajet M4ME Carburetor

I have a 1980 which has developed a bogging down issue when setting off, but when you lift off the throttle it returns to normal idle. I have bought a rebuild kit and have stripped the Carb down to clean it internally thoroughly and make sure there are no blocked ports etc. When you get to the throttle body the 2 idle needle assemblies are at different depths. If you look at the right orifice it is projecting, the one on the left isn't. I don't think this is related to the issue but should they not be at the same depth. From what I have read they should be screwed in until they bottom out and then back them both back 4.1/2 turns. Is that correct so that they project out the same?
