Vaccum in headlights stuck in the up position

Morning all, I have a small issue which I am sure is prob a fuse or something, I ran my 1982 vette in the garage to turn her over as you do - turned her odd but left the lights up. then a few weeks later with no engine running played around with the setting of a new head unit - subsequently running the battery low .
Tried to turn her over but flat completely- jumped it with a battery pack and all fine with the exception of the headlights - they work fine but they now are stuck in the up position and the “electric bypass” isn’t working, So they don’t close when I switch the lights off - even with engine running . What have I done ? Blown a fuse , tripped the vacuum system, got an air leak ? Any ideas ? Cheers in advance Alan.

Assuming the headlights operate on vacuum like on my 1971 you can reach in with the hood up and manually release the headlights back into the closed position but help them down don't just let them drop. Then see if they function correctly once you've built vacuum

If the 1982 C3 is the same as my 1980 system which I guess it probably is , the head light switch circuit is not fused . The circuit is protected by a thermal cut built into the switch .This resets itself after a thermal overload so I doubt that is your problem . Not sure what you mean by " electric bypass " as if your system is the same as mine there is only a manual vacuum release under the lip of the dash board near the steering column . Have you disturbed the dash board recently ? If so maybe one of the two vacuum lines going to the manual release plunger has come disconnected . This will have the effect of loosing all vacuum in the lines and thus keeping the head lights up in the same way as if you had pulled the release plunger .
