OK Steven, I see, so early ones installed like that and then someone at GM got smart and flipped it on later C4s
Is this one yours ?

Looks like water seeps in and corrodes the hell out all inside

Now clear why they redid the design later to prevent water seepage

That's not mine, luckily, just a image I found.
The rubber "windlace" seal above the fuse box has a metal insert that corrodes and then expands letting water enter the fuse box.

thanks, yes, thats the same as the 1987. The short piece of seal with its rusty metalwork does not fit well. the phillips head screw gets rusty.
so I assume, the water has got behind the fuses.

That's called the "door to dash windlace seal". The metal corrodes and swells causing it to leak.
My advice is don't buy cheap seals because they don't fit well and don't last, the best place to buy them from is Corvette Rubber Co. - America's Corvette Rubber Company
Not cheap unfortunately but neither is doing it twice, ask me how I know 😂
