any experience of getting wife a uk visa / ni number

I am struggling to get the right info relating to getting my lovely San Diego wife a UK visa and NI number - I cant get her insured to drive in UK on her USA drivers license so need a NI number to apply for driving license etc etc

Eventually we will return to UK to live in retirement

any advice or experience from the crowd ???
